Local content, made literal
Oman’s concessions carry an obligation: the value beneath a wilayat should surface in it. Local Community Contractor status is how that obligation becomes concrete — granted through the Joint Supplier Registration System to companies wholly owned by permanent residents of a designated concession area. Amlak Fahud Trad. holds it for both Occidental and PDO, under JSRS supplier code OM112273, registered in the Wilayat of Adam since 2018.
It counts commercially as well. In-Country Value — the spend retained in Oman to build businesses, develop people and lift national productivity — is weighed beside price and quality when tenders are evaluated, and an award to an LCC moves it in the right direction. But local content is only worth having if the delivery holds up.
